Ministry of Infrastructure and Transport: responsible for proposing draft legislation and providing help for contracting authorities mainly in terms of the proper implementation of EU regulations. Department of Development and Economic Cohesion: is in charge of the management and assessment of national investments carried out through the use of EU Structural Funds. Consip: The main central purchasing body, which is a publicly owned stock company. It was founded to implement the so-called Programme for Rationalisation of Public Expenditure and to strengthen the role of e-procurement. National Anti-Corruption Authority (ANAC): The main oversight body that implements controls in terms of compliance with rules and regulations and collects data on procurement through the Public Procurement Observatory. Court of Audit is also an oversight body, but it is not allowed to conduct any checks without prior warning. Schools have the right to decide which educational technology to purchase, but the municipality exercises the decision making-right.
In Italy is established the “Fund for the enrichment and expansion of the training offer and for equalization interventions" for the following objectives: the school autonomy, introduction of the second community language teaching in middle schools, the increase in the level of schooling and the rate of school success, the training of school staff, the implementation of post-secondary non-university training initiatives , the development of continuous and recurrent training, to the interventions for the adaptation of the study programs of the different levels and degrees, the interventions for the evaluation of the efficiency and effectiveness of the school system, the implementation of equalization interventions, the realization of integrated interventions, the coverage of the national quota of initiatives co-financed with the structural funds of the European Union. The Funds are distributed, after hearing the opinion of the competent Parliamentary Commissions, with decrees of the Minister of the Treasury, on the proposal of the Minister of the public education. Any unused funds during the year are used in the following year. With one or more directives of the Minister of Public Education, after hearing the opinion of the competent parliamentary committees, the following are defined:
In the distribution of funds for initiatives that require the involvement of local authorities, priority is given to projects consequent to agreements in which local authorities have given concrete availability to fulfill their obligations under the law, or those deliberated by networks of schools. On 30 September (2019), the Ministry communicates to the (public) educational institutions the allocation of financial resources for the administrative-didactic functioning (integration to the Annual Program (September-December 2019 period): i) those concerning the FMOF (Fund for the improvement of the education offer) and ii) those relating to fees for carrying out the final examinations. As a preventive measure, the same resources of the 2020 Annual Program for the period January-August 2020 are also communicated. This will allow schools to know their financial resources available for the entire school year and to carry out adequate planning of the activities provided for in the Three-Year Plan of the Educational Offer (PTOF). This communication lists the main items of the budget related to the administrative and didactic functioning and foreseen in the institutional categories (pursuant to the CCNL – national collective Labor Contract ). It specifies that, on the basis of the FMOF signed on 18 September 2019 the resources may be subject to further institutional contracting, also during the year if, following internal monitoring, any unused resources were found. In addition, educational institutions can define the purposes and methods of allocating any resources not used in previous years, even for purposes other than the original ones, with the institution's contract, taking into account the specific needs of schools. With subsequent communications, the Ministry may decide any additions for the enrichment and expansion of the training offer, based on the law 440/1997. It should be noted that the portion of the administrative - didactic functioning funds was calculated taking into account a number of students enrolled/attending in the previous year. |

More informationThere is a considerable effort for the modernization of primary and secondary education in terms of implementing the technology of the 21st century. The main problem in the schools is the old buildings, thus they consider the creation of modern school spaces as the biggest challenge. The decision-making organizations and also the government believe if the spaces provide the possibility for using modern technology, the quality of education will be improved.
